Provides that the Beaufort, Chowan, Currituck, Granville, Pasquotank, and Stanly county sheriffs' offices can contract for food and food service supplies for the county's detention facility without being subject to the purchase and contract requirements found in GS 143-129 (Procedure for letting of public contracts) or GS 143-131(a) (requiring informal bids for all contracts for specified activities involving the expenditure of public money in the amount of $30,000 or more, but less than specified limits, made by specified local government entities).
