Allows the Buncombe County Board of Commissioners to adopt an ordinance, after a public hearing with at least 10 days' notice, to consolidate the fire protection districts under Article 3A of GS Chapter 69 and the fire protection service districts under Article 16 of GS Chapter 153A. Sets guidelines for setting the effective date. Provides that the act does not affect the rights or liabilities of the county, a taxpayer, or other persons concerning taxes previously levied.
