House committee substitute makes the following changes to the 1st edition.
Amends GS 163-30 to direct the State Board of Elections to appoint the county boards from the names recommended, provided that two individuals are appointed from the list of three registered voters submitted by the political party having the majority of members serving on the board of county commissioners in that county (was, appoint two members to the county Board of Elections from the political party having a majority serving on the county Board of Commissioners, and one from the political party having a minority on the Board of County Commissioners, if applicable).
