House committee substitute makes the following changes to 1st edition. Changes the bill title to now read AN ACT ALLOWING A COURT TO ASSESS ATTORNEYS’ FEES IN CIVIL NO-CONTACT ORDERS. Changes amendment to GS 50C-5(b)(7) to authorize the court to award assessment of attorney’s fees to either party (1st edition authorized assessing attorney’s fees only when a no-contact action is brought without a factual basis). Changes the effective date to October 1, 2011.
