A SENATE RESOLUTION ADOPTING THE PERMANENT RULES OF THE SENATE FOR THE REGULAR SESSION OF THE 2017 GENERAL ASSEMBLY.

    Adopts the 2015 permanent rules as the Senate permanent rules with the following exceptions.

    Amends Rule 29, providing that the excuse of a Senator from deliberations on a particular bill can be withdrawn by submitting a written request to the Principal Clerk as specified.

    Amends Rule 32 concerning standing/select committees, deleting from the list the following committees: Program Evaluation, Redistricting, Pensions & Retirement and Aging, Ways and Means, and Workforce and Economic Development.  Additionally, the Commerce and Insurance Committees were combined, and the Judiciary I and Judiciary II committees were combined into the Judiciary Committee.  Also, new or changed appropriation subcommittees include the Appropriations on Agriculture, Natural, and Economic Resources (was, Appropriations on Natural and Economic Resources) and the new Appropriations on Pensions, Compensation and benefits. Makes conforming changes.

    Amends the title of Rule 39.1 to be Public and local bills; limitation on local bills becoming public bills (was, public and local bills; availability of copies of bills; limitation on local bills becoming public bills).

    Amends subsection (a) of Rule 40 to provide for the filing on January 11, 2017, pursuant to GS 120-11.1, of a simple resolution to establish the Senate Permanent Rules, and a joint resolution to adjourn to January 25, 2017. Prohibits the filing of any other bills on January 11, 2017. Further amends subsection (a) to provide that the daily deadline for the filing of a bill during regular session is, on Monday, until 30 minutes after adjournment and, on any other day the Senate holds session, until 4:00 pm (was, 3:00 pm).

    Amends Rule 40.1 to update deadlines for filing bills for introduction to dates in 2017. Provides that all local bills must be filed for introduction no later than Tuesday, March 7, 2017, except that local bills submitted to the Bill Drafting Division by 4:00 pm on March 7, 2017, and filed for introduction in the Senate by 4:00 pm on Wednesday, March 15, 2017, are to be treated as if they had been filed for introduction under this rule. Provides that all public bills, except for those for action on gubernatorial nominations or appointments or adjourning the General Assembly must be filed no later than Friday, March 17, 2017. However, public bills submitted to the Bill Drafting Division by 4:00 pm on March 17, 2017, and filed in the Senate before 4:00 pm on Thursday, March 30, 2017, are to be treated as if they had been filed for introduction under this rule.

    Amends Rule 41 to set the crossover bill deadline as Thursday, April 27, 2017.

    Amends Rule 42.3 concerning assessment reports, deleting subsection (a) from the Rule which required assessment reports for proposed occupational or professional licensing or registration boards.
