H 100 (2015-2016) LOCAL GOVERNMENT IMMIGRATION COMPLIANCE (NEW). Filed Feb 23 2015, AN ACT TO PROVIDE THAT THE NAMES AND ADDRESSES OF PERSONS REQUESTING TO BE EXCUSED FROM JURY DUTY BASED ON DISQUALIFICATION SHALL BE RETAINED BY THE CLERK OF SUPERIOR COURT FOR NOT LESS THAN TWO YEARS; TO RECODIFY THE STATUTE THAT PROHIBITS THE USE OF CERTAIN FORMS OF IDENTIFICATION BY STATE AND LOCAL OFFICIALS; TO REPEAL A STATUTORY EXCEPTION TO THAT STATUTE; AND TO CREATE ADDITIONAL INCENTIVES FOR LOCAL GOVERNMENT TO COMPLY WITH STATE LAWS RELATED TO IMMIGRATION.

Enacts new GS 9-6.2 as the title indicates. Requires that the names and addresses of persons excused from jury duty based on disqualification are to be maintained by the clerk of superior clerk for no less than two years as a public record as defined in GS 132-1. Provides that medical information submitted to show that a person is not physically or mentally competent for jury duty does not have to be maintained by the clerk and prohibits such medical information from being made public. Makes a conforming change to GS 9-6(e). Becomes effective July 1, 2015.

H 102 (2015-2016) UTILITY VEHICLES/LAW ENFORCEMENT. Filed Feb 23 2015, AN ACT TO AUTHORIZE LAW ENFORCEMENT OFFICERS, EMERGENCY PERSONNEL, AND MUNICIPAL AND COUNTY EMPLOYEES TO OPERATE UTILITY VEHICLES ON SOME PUBLIC HIGHWAYS AND TO MODIFY THE MOVE‑OVER LAW TO INCLUDE VEHICLES BEING USED IN THE COLLECTION OF REFUSE, SOLID WASTE, OR RECYCLING.

Amends GS 20-171.23 to clarify that law enforcement officers and fire, rescue, and emergency medical services personnel are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria. Defines the term motorized all terrain vehicles, as used in this statute, to have the same meaning as in GS 14-159.3, except that the term also includes utility vehicles as defined in GS Chapter 20.

Amends GS 20-171.24 to clarify that employees of municipalities and counties listed in this statute are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria. Defines the term motorized all terrain vehicles, as used in this statute, to have the same meaning as in GS 14-159.3, except that the term also includes utility vehicles as defined in GS Chapter 20. Amends subsection (f) of this statute to add the city of Wilmington to the list of municipalities and counties to which this statute is applicable.

S 108 (2015-2016) CHANGE CROSSOVER DEADLINE. Filed Feb 23 2015, A SENATE RESOLUTION TO AMEND THE SENATE PERMANENT RULES TO CHANGE THE CROSSOVER DEADLINE.

Amends the Senate Permanent Rules to change the crossover deadline to April 30, 2015. Senate Rule 41 previously set the crossover deadline as May 7, 2015.

S 109 (2015-2016) JOINT SESSION/STATE OF THE JUDICIARY. Filed Feb 23 2015, A JOINT RESOLUTION INVITING THE HONORABLE MARK MARTIN, CHIEF JUSTICE OF THE SUPREME COURT OF NORTH CAROLINA, TO ADDRESS A JOINT SESSION OF THE HOUSE OF REPRESENTATIVES AND THE SENATE.

As the title indicates. Sets the date and time for the Honorable Mark Martin, Chief Justice of the Supreme Court of North Carolina, to address a joint session of the Senate and the House of Representatives as Wednesday, March 4, 2015, at 4:00 p.m. Effective upon ratification.

H 99 (2015-2016) TOWN OF POLKTON/DEANNEXATION. Filed Feb 23 2015, AN ACT TO REMOVE CERTAIN DESCRIBED PROPERTY FROM THE CORPORATE LIMITS OF THE TOWN OF POLKTON.

Removes specified property from the corporate limits of the Town of Polkton.

Provides that the provisions of this bill have no effect in regards to the validity of any liens of the Town of Polkton for ad valorem taxes or special assessments which were outstanding prior to the effective date of this bill. Provides that such liens can be collected or foreclosed after the effective date as if the specified property is still within the corporate limits. 

Effective July 1, 2015.
