Amends GS 120-70.94 to direct the Joint Legislative Oversight Committee on Justice and Public Safety to also study the needs of juveniles and other related considerations; sets out a detailed list of issues that may be included in the study. Makes a conforming change to GS 120-70.81 (Joint Legislative Education Oversight Committee), deleting issues from the scope of study by that committee. Makes other clarifying changes.
