    Makes technical corrections to reflect the accurate amendment history of the Plan for the Merger of Craven County Board of Education and New Bern City Board of Education and to Create and Establish One Administrative Unit for Both of the Public School Units in Craven County, as amended. Makes technical formatting changes to session law references. 

    Makes technical corrections to reflect the accurate amendment history and existing language of GS 115C-37.1(d), as amended, by incorporating changes already made by 2021 session laws.

    House committee substitute deletes the content of the 1st edition and replaces it with the following. Makes conforming changes to the act's titles.

    Requires that beginning in 2022, the Craven County Board of Education (Board) consist of seven members who are nominated and elected on a partisan basis in even numbered years as terms expire. Requires candidates to be nominated at the same time and manner as other county officers. Requires one member to be elected from each of the seven districts. Requires candidates to reside in the district for which they seek election. Provides that as the terms of the present members expire, beginning with the primary and election in 2022, and every two years thereafter, members of the Board are to be elected for staggered four year terms. Requires vacancies to be filled as follows: (1) for positions elected on a nonpartisan basis in 2018 or 2022, filled according to GS 115C-37(f); and (2) for positions elected on a partisan basis in 2022 and thereafter, filled in accordance with GS 115C-37.1 Makes conforming changes to GS 115C-37.1, effective the first Monday in December of 2022. Provides that the act does not affect the terms of office of any person elected to the Board in 2018 or 2020, with members elected in those years or any member appointed to fill a vacancy of a member elected in those years, to serve until a successor has been elected and qualified.

    Enacts GS 153A-60.1, applicable to Beaufort County only, to allow resident voters to petition the county board of elections to call a special election to adopt proposed changes to the structure of the county board of commissioners. Requires a valid initiative petition to contain required text to implement the proposed structure by resolution, with reference to the structure options set out in GS 153A-58, and have signatures of the lesser of 10% of registered voters in the county, or 3,000. Sets parameters for the election. Requires a majority vote in favor of the proposed changes for a resolution to be adopted, with adopted changes effective for at least two years after the beginning of the term of office of the officers so elected. Bars filing initiative petitions within one year and six months following the effective date of a resolution adopting changes or one year and six months from the date of any election on changes that were not adopted by voters. Allows for more than one proposition on the same ballot so long as no proposition offers a different plan under the same option as another proposition on the ballot.
